I've lived in Chelsea over twenty years and have had no major delivery issues and very few minor issues (a letter or two gets delivered next door by mistake). The service has been consistent even as Chelsea has grown but the office has not. Always pleasant and efficient when I need to go inside. I miss having the drop off on the curve but it is a minor quibble.
