I found this viewpoint randomly after not finding parking at a nearby trail. I was not underwhelmed! Phoenix city viewpoint offers a stunning view of downtown, as well as a variety of hiking trails. Trail 8 includes an easy 1-2 mile loop if you start at the overlook. Be sure not to park in the no parking zones on the hill. They are clearly marked.

Really nice views of the city. Sometimes can get a bit crowded with cars at night and parking is practically nothing.
